This is a spa which gets its hot water from natural hot springs. It is quite an ornate building both inside and out and is apparently very popular with the residents. We found what looked like a homeless person's belongings hidden in these flowered bushes. I suppose the steam from the vent provides some heat in the winter.

Ahhh, a spa! If I were homeless that is SO where I would be hanging out in the bushes!
